Omnipage scanning and optical character recognition software will work with most documents including some pdf formats and can usually cope with some faded faxes, poor-quality photocopies, small text, reversed-out type, text on a coloured background, multiple language documents, numeric text etc.
It can duplicate text, graphics, tables and spreadsheets in Word and Excel and has the ability to convert pdf to accessible text.
