Microsoft Office Picture Manager is available with Office 2003 or 2007 and is a useful tool for managing, editing, sharig and viewing pictures available on the computer or any attached device such as a digital camera or phone.  It is easy to use and can be used for most basic picture adaptations such as colour, size, rotation etc.

It does not have all the picture file formats that are offered by some other graphics programs.
