To slow down the click speed I go into Control Panel (in classic mode) and choose Mouse Properties - Button tab there you will find a slide bar to set the speed - There are instructions on the Microsoft Accessibility tutorials control panel mouse click speed options

Tip

Simplify using your mouse: change double-click to single-click. (Windows XP) You may find it easier just to hover over a folder to open it or to use one click instead of two. Windows Vista changing folder options are similar.
